It is narrated from Abdullah bin Zareer, he says: On the day of Eid al-Adha, I went to the house of Sayyiduna Ali bin Abi Talib (may Allah be pleased with him), he presented khazirah to us. I said: May Allah rectify your condition, if you had presented some of the meat of this duck before us, how good it would have been, Allah has made you prosperous and well-off. He said: O Ibn Zareer, I heard the Messenger of Allah (peace and blessings be upon him) say: It is only permissible for the caliph to take two bowls from the wealth of Allah, that is, the treasury (bayt al-mal): one bowl for his own and his family's food, and the other to present before the people.

Brief Explanation
Benefits: … Khazirah: Small pieces of meat are cut and cooked in water; when they are cooked, flour is added to them.
Imam al-Albani rahimahullah establishes this heading for this hadith: مَالِلْخَلِیْفَۃِمِنْبَیْتِالْمَالِ … How much share does the caliph have from the public treasury (Bayt al-Mal).
In reality, the caliph is a servant of the people; he reforms the people's religious affairs, provides them with security, and he will receive his reward for this from Allah, the Exalted. The Prophet sallallahu alayhi wa sallam encouraged the caliph to live a simple life.
But nowadays, the very purpose of assuming office is to meet the standards of the present age and to accumulate much for the future, regardless of whether it is lawful (halal) or unlawful (haram). Government officials risk the wealth of the nation to fulfill their personal objectives.
Leaving aside the matter of the Hereafter, even the ruler who desires a good reputation and virtue in this world must adhere to the conduct of the Noble Prophet sallallahu alayhi wa sallam.
