Hadith 11237

عَنْ أَبِي رَافِعٍ رَضِيَ اللَّهُ عَنْهُ قَالَ بَعَثَنِي قُرَيْشٌ إِلَى رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ فَلَمَّا رَأَيْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ أُلْقِيَ فِي قَلْبِي الْإِسْلَامُ فَقُلْتُ يَا رَسُولَ اللَّهِ إِنِّي وَاللَّهِ لَا أَرْجِعُ إِلَيْهِمْ أَبَدًا فَقَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ إِنِّي لَا أَخِيسُ بِالْعَهْدِ وَلَا أَحْبِسُ الْبُرُدَ وَلَكِنِ ارْجِعْ فَإِنْ كَانَ الَّذِي فِي نَفْسِكَ الْآنَ فَارْجِعْ قَالَ بُكَيْرٌ وَأَخْبَرَنِي الْحَسَنُ أَنَّ أَبَا رَافِعٍ كَانَ قِبْطِيًّا
Sayyiduna Abu Rafi’ (may Allah be pleased with him) says that the Quraysh sent me to the Messenger of Allah (peace and blessings be upon him). When I saw him, love for Islam was instilled in my heart. I said: O Messenger of Allah (peace and blessings be upon him)! By Allah, I will never return to them. The Messenger of Allah (peace and blessings be upon him) said: I do not break covenants, nor do I detain messengers. You should return, and if you still have the same desire (for accepting Islam) in your heart as you do now, then come back.

Brief Explanation
Benefits: … It is necessary to uphold agreements made with both Muslims and disbelievers, just as the Prophet sallallahu alayhi wa sallam honored the treaty concluded with the polytheists of Makkah at Hudaybiyyah and returned Sayyiduna Abu Rafi‘. In Sunan Abi Dawud, it is clarified that Sayyiduna Abu Rafi‘ radi Allahu anhu left according to the command of the Prophet sallallahu alayhi wa sallam, and later returned and entered the fold of Islam. One can themselves gauge the extent to which Islam advocates the fulfillment of agreements made with disbelievers, and the dignity of a Muslim.

Detaining envoys leads to deterioration in international relations, no one trusts anyone, and communication is severed. However, returning an envoy to the disbelievers does not necessitate that he must remain upon disbelief and not accept Islam, because it is possible for him to fulfill his responsibility and then return to the Muslims.
