Hadith 10424

عَنْ عَوْفِ بْنِ مَالِكٍ الْأَشْجَعِيِّ رَضِيَ اللَّهُ عَنْهُ قَالَ سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ يَقُولُ لَا يَقُصُّ عَلَى النَّاسِ إِلَّا أَمِيرٌ أَوْ مَأْمُورٌ أَوْ مُخْتَالٌ (وَفِي لَفْظٍ) لَا يَقُصُّ إِلَّا أَمِيرٌ أَوْ مَأْمُورٌ أَوْ مُتَكَلِّفٌ
Sayyiduna Awf bin Malik Ashja'i (may Allah be pleased with him) narrates that the Messenger of Allah (peace and blessings be upon him) said: No one tells stories to people except a leader, one who is appointed, or an arrogant person. In another narration, it is stated: No one delivers admonition except a leader, one who is appointed, or one who affects artificiality. Here, "telling stories" refers to giving admonition and advice. That is why the one who gives admonition and advice is called a "Qaas."

Brief Explanation
Benefits: … The meaning of this hadith is that religion is the responsibility of the government, as was observed during the time of the Noble Prophet sallallahu alayhi wa sallam and the era of the Rightly Guided Caliphs. In those times, the appointment or dismissal of the khateeb (preacher), imam (prayer leader), mufti (jurisconsult), qadi (judge), and wali (governor) was carried out by the ruler of the time. Where the government does not fulfill this responsibility, there will be a prejudiced, sectarian environment, and the virtues of Islam will not be able to come to the fore.

By the arrogant and pretentious person is meant one who begins delivering sermons without the order of the leader (amir); his intention is ostentation, arrogance, or the attainment of authority. If his intention is the propagation of Islam, then he should seek permission from the ruler.
