It is narrated from Sabah bin Ashras that Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) was asked about the ebb and flow (tides). He said: An angel has been appointed over the middle and vast part of the sea; when he puts his leg into it, the water increases, and when he lifts it, the water decreases.
