Hadith 99

حَدَّثَنَا أَبُو النُّعْمَانِ، قَالَ‏:‏ حَدَّثَنَا حَمَّادُ بْنُ زَيْدٍ، عَنْ عَاصِمٍ، عَنْ أَبِي عُثْمَانَ، أَنَّ عُمَرَ رَضِيَ اللَّهُ عَنْهُ اسْتَعْمَلَ رَجُلاً، فَقَالَ الْعَامِلُ‏:‏ إِنَّ لِي كَذَا وَكَذَا مِنَ الْوَلَدِ، مَا قَبَّلْتُ وَاحِدًا مِنْهُمْ، فَزَعَمَ عُمَرُ، أَوْ قَالَ عُمَرُ‏:‏ إِنَّ اللَّهَ عَزَّ وَجَلَّ لاَ يَرْحَمُ مِنْ عِبَادِهِ إِلاَّ أَبَرَّهُمْ‏.‏
It is narrated from Sayyiduna Abu Uthman (may Allah be pleased with him) that Sayyiduna Umar (may Allah be pleased with him) appointed a man as an official. (One day) that man said: I have so many children, but I have never kissed any of them. Sayyiduna Umar (may Allah be pleased with him) said: Indeed, Allah the Exalted only has mercy on those who fulfill rights.

Benefits and Issues:
➊ Hazrat Umar radi Allahu anhu must have said this in the light of previous ahadith of the Messenger of Allah sallallahu alayhi wa sallam, because no person can, based on his own opinion, declare someone deprived of Allah’s mercy; rather, doing so is itself a cause of punishment.
➋ A strict or harsh person can, when necessary, be appointed to a government position as long as he is under the authority of a higher ruler, because Hazrat Umar radi Allahu anhu did not remove this person from office.
➌ The meaning of the hadith is that the person who deals with people with kindness and benevolence, and who fulfills both the rights of Allah (huquq Allah) and the rights of people (huquq al-‘ibad), becomes deserving of Allah’s mercy.
