It is narrated from Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) that during the year of famine, which was a year of severe hardship and distress, Sayyiduna Umar (may Allah be pleased with him) greatly helped the villagers. He gave them camels, wheat, oil, and other necessities. Until the villagers came out of the difficulty they were in and became prosperous, Sayyiduna Umar (may Allah be pleased with him) supplicated to Allah in this way: "O Allah! Produce their sustenance on the tops of the mountains." Allah Almighty accepted his and the Muslims' supplication. When rain descended, he said: «الحمد لله» "By Allah, if Allah had not made things easy, I would have included as many poor people with the well-off households of the Muslims. In this way, not even two people would have perished over the food that sufficed one person."

Explanation & Benefits
Shaykh Maulana Usman Muneeb
Benefits and Issues: ➊ The Messenger of Allah (sallallahu alayhi wa sallam) has said that Allah grants you sustenance because of the supplications and sincerity of the weak among you. Therefore, those who are affluent should protect the weak members of society from deprivation. In this way, society will become a cradle of peace and compassion.
➋ The ruler of the time, in times of hardship, can impose upon the people a burden beyond zakat, to the extent that they are able to bear it, provided that the purpose is the reformation of the people and not to fill his own coffers.
➌ The Noble Qur’an has referred to rekindling the extinguished hearths of people in such circumstances as “crossing the difficult pass” (). For this reason, the Messenger of Allah (sallallahu alayhi wa sallam) has said: ((السَّاعِیعَلَیالْأرْمَلَةِوالْمِسْکینکَالْمُجَاهِدِفِيسَبِیلِاللّٰهِ)) (Sahih al-Bukhari, H: 5353) “The one who strives for the sake of the widow and the poor is like the one who fights in the path of Allah.”
