حَدَّثَنَا آدَمُ بْنُ أَبِي إِيَاسٍ، قَالَ: حَدَّثَنَا حَمَّادُ بْنُ زَيْدٍ، عَنِ السَّرِيِّ، عَنِ الْحَسَنِ قَالَ: وَاللَّهِ مَا اسْتَشَارَ قَوْمٌ قَطُّ إِلاَّ هُدُوا لأَفْضَلِ مَا بِحَضْرَتِهِمْ، ثُمَّ تَلاَ: ﴿وَأَمْرُهُمْ شُورَى بَيْنَهُمْ﴾ [الشوری: 38].
It is narrated from Imam Hasan al-Basri, may Allah have mercy on him, that he said: When a people consult each other in a matter, they are surely guided to the best course of action. Then he recited this verse: «﴿وَأَمْرُهُمْ شُورَىٰ بَيْنَهُمْ﴾» [الشورى: 38] "And their affairs are (decided) by mutual consultation among them."
