It is narrated from Wahb bin Kaysan (may Allah have mercy on him) that I heard Sayyiduna Abdullah bin Zubair (may Allah be pleased with them both) recite this verse on the pulpit: «﴿خُذِالْعَفْوَ وَأْمُرْبِالْعُرْفِوَأَعْرِضْعَنِالْجَاهِلِينَ﴾»[الأعراف: 199] "Show forgiveness, enjoin what is good, and turn away from the ignorant." Then he said: By Allah, this verse was revealed regarding people's manners. By Allah, as long as I have dealings with people, I will certainly act upon its command.

Explanation & Benefits
Shaykh Maulana Usman Muneeb
Benefits and Issues: The meaning of the statement of Sayyiduna Ibn Zubayr radi Allahu anhuma is that in this verse, Allah Almighty has commanded His Prophet sallallahu alayhi wa sallam to deal with his opponents—the Jews, Christians, and polytheists—with forgiveness, and not to treat them badly on account of their ignorance. Ibn Zubayr radi Allahu anhuma said that he too would deal with people according to this verse, and would act with forgiveness and patience. Some commentators have interpreted the meaning of "khudh al-'afw" as taking surplus wealth from them, that is, what is meant is the collection of zakat and charitable alms.
