حَدَّثَنَا
حَفْصُ بْنُ عُمَرَ , حَدَّثَنَا
شُعْبَةُ , عَنْ
سُهَيْلِ بْنِ أَبِي صَالِحٍ , قَالَ : خَرَجْتُ مَعَ أَبِي إِلَى الشَّامِ , فَجَعَلُوا يَمُرُّونَ بِصَوَامِعَ فِيهَا نَصَارَى فَيُسَلِّمُونَ عَلَيْهِمْ , فَقَالَ
أَبِي : لَا تَبْدَءُوهُمْ بِالسَّلَامِ , فَإِنَّ
أَبَا هُرَيْرَةَ , حَدَّثَنَا عَنْ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ : " لَا تَبْدَءُوهُمْ بِالسَّلَامِ , وَإِذَا لَقِيتُمُوهُمْ فِي الطَّرِيقِ , فَاضْطَرُّوهُمْ إِلَى أَضْيَقِ الطَّرِيقِِ " .
Narrated Abu Hurairah: Suhayl ibn Abu Salih said: I went out with my father to Syria. The people passed by the cloisters in which there were Christians and began to salute them. My father said: Do not give them salutation first, for Abu Hurairah reported the Messenger of Allah ﷺ as saying: Do not salute them (Jews and Christians) first, and when you meet them on the road, force them to go to the narrowest part of it.

Hadith Commentary: Benefits and Issues: In the era of the Prophet sallallahu alayhi wa sallam, no one other than him could issue a ruling or prohibition. Therefore, it was the Prophet sallallahu alayhi wa sallam himself who issued the command to prevent women from accompanying funeral processions. However, the fundamental reason for this prohibition is that carrying and burying the deceased are tasks that require strength, courage, and resolve. Women, being soft-hearted and of delicate nature, are not able to perform these tasks. Furthermore, if women are permitted to go along with men, then this would result in the mixing and mingling of men and women, which is contrary to the rulings and boundaries set by the Shari‘ah. For this reason, women have been prevented from accompanying funeral processions. However, if some courageous and resolute women, due to necessity, or while avoiding wailing and mingling, occasionally go, then there is allowance for this. But from this, a general permission for all women to go should not be derived, and permission will not be granted for everyone.

That is, Jews, Christians, and non-Muslims should be compelled to walk on the sides of roads with crowds, while Muslims walk in the middle, so that the dignity and grandeur of Muslims may be manifested. In this way, they (the non-Muslims) will have the opportunity to greet (the Muslims) and to reflect further about the Muslims; perhaps Allah, the Exalted, will open their hearts to the religion of honor and dominance.

According to this hadith, it is forbidden (haram) for a Muslim to initiate greeting (salam) to Jews, Christians, Magians, and others. This is the opinion of the majority (jumhur). The meaning of compelling them to the narrow side of the road upon encountering them is to make them feel that they are of a lower status. However, this is not possible in non-Islamic governments; therefore, according to the Imams, in order to avoid evil and tribulation (sharr wa fitnah), one should adopt whatever cautious method is appropriate.
