Narrated Abdullah ibn Amr ibn al-As: Mujahid said that Abdullah ibn Amr slaughtered a sheep and said: Have you presented a gift from it to my neighbour, the Jew, for I heard the Messenger of Allah ﷺ say: Gabriel kept on commending the neighbour to me so that I thought he would make an heir?

Benefits and Issues:
Even if the neighbor is a non-Muslim, treating him well is a religious obligation. The scholars have stated that a non-Muslim neighbor has only one right: that is, the right of neighborhood. A Muslim neighbor has two rights: one is the right of neighborhood, and the other is the right of Islam. As for a Muslim neighbor who is also a relative, he has three rights: the right of neighborhood, the right of Islam, and the right of kinship.

1:
Neighbors are of three types:
The first neighbor is one who is a non-Muslim, that is, a disbeliever or polytheist, or a Jew, Christian, Magian, etc. He has only the right of neighborhood.
The second is the neighbor who is a Muslim. He is entitled to two rights: the right of Islam and the right of neighborhood.
The third neighbor is one who is a Muslim and, in addition, is also a relative. Such a neighbor is entitled to three rights: the right of Islam, the right of kinship, and the right of neighborhood. Similarly, a traveler who is a neighbor also has rights due to this relationship.

The Meat of Sacrifice and Non-Muslims?

— Question —
Can the meat of sacrifice (qurbani) be given to non-Muslim people or not?
— The Answer —
Regarding the meat of sacrifice, Allah the Exalted has said:
﴿فَكُلُوْا مِنْهَا وَاَطْعِمُوا الْبَائِسَ الْفَقِيْرَ﴾
So eat from it and feed the poor who are in hardship.
(al-Hajj: 28)
And He said:
﴿فَكُلُوْا مِنْهَا وَاَطْعِمُوا الْقَانِعَ وَالْمُعْتَرَّ﴾
So eat from it and feed the contented and the beggar.
(al-Hajj: 36)
From these verses, it is established that dividing the meat of sacrifice into three parts—eating oneself, feeding the wealthy such as relatives and friends, and feeding the poor—is absolutely correct. And since sacrifice is an act of drawing near to Allah and an act of worship, it is better that the meat of sacrifice be fed only to Muslims.
If the matter is one of winning hearts (ta’lif al-qulub), then according to verse 60 of Surah al-Tawbah, it is permissible to feed this meat to those disbelievers who are not hostile enemies of Islam but rather have a gentle disposition.
In the house of Sayyiduna Abdullah bin Amr bin al-As radi Allahu anhu, a goat was slaughtered. When he came, he said: “Did you send (from it) to our Jewish neighbor?” He said this twice and said: “I heard the Messenger of Allah sallallahu alayhi wa sallam say:
«مَا زَالَ جِبْرِيلُ يُوصِينِيْ بِالجَارِ حَتَّي ظَنَنْتُ أَنَّهُ سَيُوَرِّثُهُ»
Jibril kept advising me regarding the neighbor until I thought he would make him an heir.
(Sunan al-Tirmidhi: 1943, Musnad al-Humaydi: 593, and its chain is authentic)
It is thus known that due to winning hearts and because of being a neighbor, etc., it is permissible to give the meat of sacrifice to a non-Muslim as well.
