حَدَّثَنَا سَعِيدُ بْنُ عَمْرٍو الْحَضْرَمِيُّ ، حَدَّثَنَا إِسْمَاعِيل بْنُ عَيَّاشٍ ، حَدَّثَنَا ضَمْضَمُ بْنُ زُرْعَةَ ، عَنْ شُرَيْحِ بْنِ عُبَيْدٍ ، عَنْ جُبَيْرِ بْنِ نُفَيْرٍ , وَكَثِيرِ بْنِ مُرَّةَ , وَعَمْرِو بْنِ الْأَسْوَدِ , وَالْمِقْدَامِ بْنِ مَعْدِي كَرِبَ , وأبي أمامة ، عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ ، قَالَ : " إِنَّ الْأَمِيرَ إِذَا ابْتَغَى الرِّيبَةَ فِي النَّاسِ أَفْسَدَهُمْ " .
Narrated Miqdam ibn Madikarib ; Abu Umamah: The Prophet ﷺ said: When a ruler seeks to make imputations against the people, he corrupts them.

Benefits and Issues:
The ruler of the time should act with forgiveness and forbearance, and should avoid nitpicking over minor faults.
However, in the implementation of the prescribed punishments (hudud), he should not show any kind of leniency or concession.
