Benefits and Issues:
➊ The guidance is that arrangements for purification (taharah) should be made before sitting to relieve oneself. It is possible that something may not be available at the time, therefore, in unfamiliar places, one should first check the tap to see whether there is water or not.
➋ The ruling regarding stones is in accordance with the questioner's being a Bedouin, and it is that performing istinja (cleaning oneself after relieving oneself) with three stones suffices in place of water. Nowadays, tissue paper serves as its substitute; however, using water remains superior.

44. Commentary:
➊ Pebbles are sufficient for istinja (purification after relieving oneself), provided that complete cleanliness is achieved with them—that is, neither any trace of impurity remains nor any odor. If a situation arises where proper cleanliness cannot be attained with pebbles or the odor is not eliminated, then it is necessary to use water.
➋ The property of cleansing and removing odor has been placed in earth (soil), which is why, in the absence of water, attaining purification with it is both legally and rationally valid. Similarly, in the absence of soil, any item that proves effective in removing impurity and achieving purification may be used, such as cotton or tissue paper, etc. And Allah knows best.
