Narrated Abdur Rahman ibn Uthman: When a physician consulted the Prophet ﷺ about putting frogs in medicine, he forbade him to kill them.

Benefits and Issues:
It has been prohibited to kill the frog, so it is understood that its use in medicine and the like is also forbidden (haram).
Although it is an aquatic animal, it can survive for weeks and months without water; therefore, it is excluded from the ruling of fish.

(1) The ruling of the Shari‘ah regarding the frog is that it is forbidden (haram). Even in cases of necessity, the Messenger of Allah (sallallahu alayhi wa sallam) did not permit its use. His not granting permission itself is evidence of its prohibition.
(2) Although the frog is an aquatic animal, it can also live outside of water, and in fact, it roams outside for long periods. Therefore, it cannot be given the same ruling as aquatic animals, that is, it cannot be declared lawful (halal).
(3) “Prohibited” here means that the frog cannot be used as medicine, because it cannot be added to medicine without being killed. When its killing is forbidden, then using it as medicine is also forbidden, because it is an impure (najas) animal, or at the very least, it is certainly repugnant. That is why the Prophet (sallallahu alayhi wa sallam) forbade its killing. Prohibition of killing is also a sign of its prohibition.
