Benefits and Issues:
The hadith is weak.
(For further details, see Ahkam al-Jana'iz by Shaykh al-Albani, Issue 15.) Therefore, the practice of reciting Surah Yasin over a person near death is not correct.
Instead, one should supplicate for him, saying: O Allah, make this difficult stage easy for him.

‘Recitation of Surah Ya-Sin over those near death’

It is narrated from Sayyiduna Ma‘qil bin Yasar radi Allahu anhu that the Messenger of Allah sallallahu alayhi wa sallam said:

«اقرأوا على موتاكم يٰسين

“Recite Surah Ya-Sin over your dying ones.”

This hadith has been declared “sahih” by Imam Ibn Hibban (3002) and Imam Hakim rahimahullah «(اتحاف المهرة لابن حجر)» rahimahullah.

This is a leniency (tasahul) on the part of Imam Ibn Hibban rahimahullah and Imam Hakim rahimahullah, whereas its chain is “weak” (da‘if).
In its chain, there is the addition of Abu ‘Uthman’s father, who is “unknown” (majhul).
This is «المزيد فى متصل الاسانيد». Abu ‘Uthman has not explicitly stated hearing (sama‘) from Sayyiduna Ma‘qil bin Yasar radi Allahu anhu, therefore the chain is “weak”.

Imam Ibn Hibban rahimahullah says:

«أراد به من حضرته المنية لا أن الميت يقرأ عليه، وكذلك قوله صلى الله عليه و سلم: لقنوا موتاكم: لا إله إلا الله .»

“In this hadith, the Messenger of Allah sallallahu alayhi wa sallam intended by ‘dying person’ (al-mawt) the one near death, not the recitation of Qur’an over the deceased. Similarly, his statement to prompt your dead with ‘la ilaha illallah’ (talqin) is also for the one near death, not for the deceased.”

Hafiz Ibn al-Qayyim rahimahullah also preferred this view. [

SB7 Benefit No. 1:

«قال صفوان (بن عمرو): حدثني المشيخة أنهم حضروا غضيف بن الحارث الثمالي، قال: فكان المشيخة يقولون: إذا قرأت عند الميت (يعني يٰسٓ) خفف عنه بها .»

“Safwan bin ‘Amr said: The elders informed me that they were present with Ghudayf bin Harith al-Thumali. The elders used to say: When you recite Surah Ya-Sin at the side of the deceased, due to this the punishment of the deceased will be lightened.”

These elders are unknown, therefore due to the chain being “unknown” (majhul), it is “weak”.

Therefore, it is not correct for Hafiz Ibn Hajar rahimahullah (al-Isabah fi Tamyiz al-Sahabah: 3/184) to declare this chain as “hasan”.

SB7 Benefit No. 2:

Sayyiduna Abu al-Darda’ and Sayyiduna Abu Dharr al-Ghifari radi Allahu anhuma narrate that the Messenger of Allah sallallahu alayhi wa sallam said:

«ما من ميت، فيقرأعنده يٰسٓ إلا هون الله عزوجل عليه .»

“Whoever dies and Surah Ya-Sin is recited over him, Allah makes it easy for him.”

Its chain is “fabricated” (mawdu‘).
In it, Marwan bin Salim al-Ghifari is “abandoned and a fabricator” (matruk wa wadda‘).

Benefit:
The aforementioned narration is weak.
Therefore, the practice of reciting Surah Yasin over a person near death is not correct; instead, supplication should be made for him.
That is, "O Allah, make this difficult stage easy for him."

Lexical Explanation:
«اِقْرَوُوا » is an imperative verb, which means: recite, keep reciting.
«عَليٰ مَوْتَاكُمْ » refers to the one whose time of death is approaching.
It has been said that when Surah Ya-Sin is recited near a person whose time of death is near, the agony of death is lessened for the dying person. However, this hadith is weak; therefore, the practice of reciting Surah Ya-Sin over a dying person is not established from authentic ahadith. Instead, one should supplicate: O Allah! Make this difficult stage easy for him.

Narrator of the Hadith:
Hazrat Ma'qil bin Yasar radi Allahu anhu
In "Ma'qil," the "meem" has a fatha, the "ain" is sukun, and there is a kasrah under the "qaf." He was a companion from the tribe of Muzaynah. He accepted Islam before Hudaybiyyah and was present at the pledge of Ridwan. In Basra, a canal is attributed to him, which he dug by the order of Hazrat Umar radi Allahu anhu. For this reason, the Arabs have a famous saying:
«اذا جا نهر اله بطل نهر معقل»
"When Allah's canal (rain) flows, Ma'qil radi Allahu anhu's canal has no significance."
He passed away in 60 AH during the last period of Amir Mu'awiyah radi Allahu anhu's caliphate, and according to some, he died during the era of Yazid.
