Narrated Abdullah ibn Umar: Zayd ibn Aslam said: Abdullah ibn Umar entered upon Muawiyah. He asked: (Tell me) your need, Abu Abdur Rahman. He replied: Give (the spoils) to those who were set free, for I saw the first thing the Messenger of Allah ﷺ did when anything came to him was to give something to those who had been set free.

1؎: Because the names of freed slaves were not recorded in the government register, they would unfortunately be deprived (of their rights). This is why Abdullah ibn Umar radi Allahu anhuma reminded Muawiyah radi Allahu anhu regarding these slaves and recommended that they be included in the distribution of grants concerning their rights.

Benefits and Issues: By "mahraroon" (freedmen) are meant those people who were previously slaves and then were set free; their independent registration was not done in the official register (diwan). Rather, their registration would be along with their masters; now, after being freed, it was necessary to recognize their independent status and to give them a proper share, because now the responsibility for their needs was no longer upon their former masters. Some scholars interpret "mahraroon" as those slaves who have made an agreement with their owners that they will pay an agreed-upon price to their owners and thus become free. In this payment, they will be assisted from the public treasury (bayt al-mal).
