Narrated Abu Maryam al-Azdi: When I entered upon Muawiyah, he said: How good your visit is to us, O father of so-and-so. (This is an idiom used by the Arabs on such occasions). I said: I tell you a tradition which I heard (from the Prophet). I heard the Messenger of Allah ﷺ say: If Allah puts anyone in the position of authority over the affairs of the Muslims, and he secludes himself (from them), not fulfilling their needs, wants, and poverty, Allah will keep Himself away from him, not fulfilling his need, want and poverty. He said: He (Muawiyah) appointed a man to fulfil the needs of the people.

1؎ : That is, he does not fulfill their needs nor does he remove their poverty and hardship.
2؎ : That is, Allah Ta'ala also does not fulfill his needs and necessities.

Benefits and Issues: In non-Shari'ah and non-Islamic politics, it is considered necessary to maintain a distance between the ruler and the subjects. Their misconception is that too much mingling with the public diminishes awe and authority. Whereas Islamic politics is contrary to this. The ruler is their shepherd and servant. For him to avoid meeting the public and not fulfill their needs is a loss in this world and the Hereafter. Umar radi Allahu anhu would severely reprimand his governors if it became known that ordinary people could not meet them without hindrance.

Narrated Abu Maryam al-Azdi (RA): The Prophet (ﷺ) said: "Whoever is placed by Allah over any matter of the affairs of the Muslims, and then conceals himself (i.e. holds back) from dealing with their needs and their poor (people), Allah will conceal Himself (i.e. hold back) from fulfilling his needs."
