Narrated Abu Maryam al-Azdi: When I entered upon Muawiyah, he said: How good your visit is to us, O father of so-and-so. (This is an idiom used by the Arabs on such occasions). I said: I tell you a tradition which I heard (from the Prophet). I heard the Messenger of Allah ﷺ say: If Allah puts anyone in the position of authority over the affairs of the Muslims, and he secludes himself (from them), not fulfilling their needs, wants, and poverty, Allah will keep Himself away from him, not fulfilling his need, want and poverty. He said: He (Muawiyah) appointed a man to fulfil the needs of the people.

Benefits and Issues:
In non-Shari'ah and non-Islamic politics, it is considered necessary to maintain a distance between the ruler and the subjects.
Their misconception is that too much mingling with the public diminishes awe and authority.
Whereas Islamic politics is contrary to this.
The ruler is their shepherd and servant.
For him to avoid meeting the public and not fulfill their needs is a loss in this world and the Hereafter.
Umar radi Allahu anhu would severely reprimand his governors if it became known that ordinary people could not meet them without hindrance.

«حضرت ابو مریم ازدی رضی اللہ عنہ » is known both as Azdi and Asadi; he was also referred to as Hadrami. He was honored with the companionship of the Prophet (sharaf al-suhbah). When he came to Syria to visit Muawiyah (radi Allahu anhu), he narrated this hadith to him.
