Benefits and Issues:
Conformity and resemblance to someone in outward matters inevitably create an attachment of the heart, mind, and thought with that person. And whoever adopts the outward resemblance of someone, certainly has an inner inclination towards him, even if there is a great distance of time and place between the two. Mutual companionship and being fellow countrymen, no matter to what extent, not only affect morals and actions, but sometimes even cause corruption in beliefs. Even if this influence is slow. Therefore, the Shari‘ah has declared it impermissible to keep the company of disbelievers, to reside permanently in their lands, or to adopt their resemblance.
(Ifadāt Ibn Taymiyyah) In one hadith it is stated: (Whoever increases the numbers of a people, he is among them.) Although this narration is weak, as clarified by the researcher of Musnad al-Firdaws of Daylami (Musnad al-Firdaws, hadith 5231), the meaning of this is established authentically in some other ahadith. For example, the hadith of Sunan Abi Dawud regarding the issue of this chapter, or as in: (Whoever imitates a people, he is one of them) (Sunan Abi Dawud, Libas, hadith: 4031). Similarly, in Sahih al-Bukhari, regarding the Qur’anic verse (Indeed, those whom the angels take in death while wronging themselves) (al-Nisa 97), it is explained in the context of its revelation that this verse was revealed as a warning to those Muslims who, despite being Muslim, did not migrate and remained residing among the polytheists in their regions, and became a cause for their numbers to increase. For details, see (Sahih al-Bukhari, with Fath al-Bari, Book of Tribulations, Chapter: Whoever disliked increasing the numbers of tribulations and oppression, hadith: 7085).
Therefore, it is obligatory upon every Muslim to avoid residing in the lands of the people of disbelief and polytheism, except in cases of extreme necessity or if the purpose is da‘wah (inviting to Allah), then this situation is an exception, because in it lies a great good: that a person invites the polytheists to the oneness of Allah, teaches them the Shari‘ah of Allah, then such a person will be a doer of good, and due to knowledge and insight, will also be safe from dangers.
