Narrated Abdullah ibn Saad al-Ansari: Abdullah asked the Messenger of Allah ﷺ: What is lawful for me to do with my wife when she is menstruating? He replied: What is above the waist-wrapper is lawful for you. The narrator also mentioned (the lawfulness of) eating with a woman in menstruation, and he transmitted the tradition in full.

When a woman is in her specific days (menstruation), the particular sexual act is forbidden for the spouses. However, they may eat, drink, sit, and lie together. This is what you have described in «ما فوق الإزار» as "above the waist-wrapper (tehband)", and it is evident that if pre-seminal fluid (madhiy) is discharged as a result, ritual bath (ghusl) does not become obligatory. However, if semen (mani) is discharged, then ritual bath (ghusl) must be performed.
´Abdullah bin Sa'd narrated:` I asked the Prophet about eating with a menstruating woman. He said: "Eat with her."

1: This hadith is not in contradiction to the noble verse: ﴿فَاعْتَزِلُواْالنِّسَاءفِيالْمَحِيضِ﴾[ البقرة: 222] because in the verse, "keeping away" means refraining from intercourse.
