Ibn Abbas said: People used to perform Hajj and not bring provisions with them. Abu Masud said the inhabitants of Yemen or people of Yemen used to perform Hajj and not bring provisions with them. They would declare we put our trust in Allah. So Allah most high sent down “ and bring provisions, but the best provision is piety”.

Explanation & Benefits
Shaykh Umar Farooq Saeedi
1730. Commentary: In this noble verse, Allah ‘Azza wa Jall has commanded that when traveling, one should take along all necessary provisions for eating, drinking, and other requirements besides lodging. Setting out without these and then looking towards people or going around asking them, and calling this “tawakkul” (reliance upon Allah), is absolutely incorrect. The concept of tawakkul is that after adopting the legislated means, one places complete trust in Allah Ta‘ala. However, from some ahadith, it is certainly understood that if a person abandons the means in such a manner that his gaze does not turn at all towards the means or the creation, then he too is called a mutawakkil (one who relies upon Allah). But this is an extremely difficult station.
