Uqbah bin Amir al-JuhanI narrated this tradition from the Prophet ﷺ in a similar way. He did not mention about tending the camels. After the words “and he performed ablution well” he added the words: “he then raises his eyes towards the sky”. He transmitted the tradition conveying the same meaning as that of Muawiyah.

Brief Explanation
1؎ : The summary of this statement is that Abu Aqil, in his narration, did not mention the incident of herding camels and narrated the hadith in these words: «ما منكم من أحد يتوضأ فاحسن الوضوء ثم رفع بصره إلى السماء فقال أشهد أن لا إله إلا الله إلى آخر الحديث كما قال معاوية» And Allah knows best. As for the wisdom behind raising the gaze towards the sky, that is known to the Lawgiver (Shari‘) himself.

Benefits and Issues: ➊ This narration is weak; therefore, it is not correct to raise one's gaze towards the sky or to raise a finger while reciting the supplication after ablution (wudu). ➋ And Paradise has eight gates, whereas Hell has seven.
