حَدَّثَنَا
نَصْرُ بْنُ عَلِيٍّ ، أَخْبَرَنَا
أَبِي ، أَخْبَرَنَا
إِبْرَاهِيمُ بْنُ عَطَاءٍ مَوْلَى عِمْرَانَ بْنِ حُصَيْنٍ ، عَنْ
أَبِيهِ ، " أَنَّ زِيَادًا أَوْ بَعْضَ الْأُمَرَاءِ بَعَثَ
عِمْرَانَ بْنَ حُصَيْنٍ عَلَى الصَّدَقَةِ ، فَلَمَّا رَجَعَ ، قَالَ لِعِمْرَانَ : أَيْنَ الْمَالُ ؟ قَالَ : وَلِلْمَالِ أَرْسَلْتَنِي أَخَذْنَاهَا مِنْ حَيْثُ كُنَّا نَأْخُذُهَا عَلَى عَهْدِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَوَضَعْنَاهَا حَيْثُ كُنَّا نَضَعُهَا عَلَى عَهْدِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ " .
Ibrahim ibn Ata, the client of Imran ibn Husayn, reported on the authority of his father: Ziyad, or some other governor, sent Imran ibn Husayn to collect sadaqah (i. e. zakat). When he returned, he asked Imran: Where is the property? He replied: Did you send me to bring the property? We collected it from where we used to collect in the lifetime of the Messenger of Allah ﷺ, and we spent it where we used to spend during the time of the Messenger of Allah ﷺ.

1625. Commentary: The fundamental principle regarding zakat is that it should be distributed among the needy of the city from which it is collected. However, if there are greater needs in another city, it is permissible to transfer it there. For example, during the Prophetic era, zakat would be collected from surrounding areas and brought to the center in Madinah, and it would also be given to the people of Madinah.

Imran bin Husayn (radi Allahu anhu) is a renowned Companion who embraced Islam in the year of the Battle of Khaybar.
Umar (radi Allahu anhu) sent him to Basra so that he could teach the people religion.
This conversation of Imran bin Husayn took place with Umar (radi Allahu anhu); he went to Basra by his order.
The most deserving recipients of zakat are the poor people of the region from which zakat is collected.
The Companions (radi Allahu anhum) adhered strictly to the hadith and Sunnah of the Prophet (sallallahu alayhi wa sallam).
From the response of Imran (radi Allahu anhu), it is evident that he performed this service even during the blessed life of the Messenger of Allah (sallallahu alayhi wa sallam).
Imran (radi Allahu anhu) continuously performed this service from the Prophetic era to the era of Umar (radi Allahu anhu); from this, it is understood that if a person is properly fulfilling his duties, he should not be transferred without reason, but if there is a valid reason, then there is no harm in transferring him.
