Hadith 1259

Narrated Abdullah bin Abbas: The Messenger of Allah ﷺ used to recite in both rak'ahs of the dawn prayer: "Say: We believe in Allah and in the revelation given to us" (3: 84). This is in the first rak'ah and in the second rak'ah (he recited): "We believe in Allah and bear witness that we submit ourself (to Him). " (3: 52).

945. Commentary:

➊ This blessed hadith is evidence for reciting (Qira’ah) after Surah al-Fatihah in the two rak‘ahs of Fajr, as is the position of the majority of scholars. However, Imam Malik and most of his companions do not hold the view of reciting (Qira’ah) after Surah al-Fatihah in the Sunnah prayers of Fajr. Their evidence is the narration of Aisha radi Allahu anha, in which she states: The Messenger of Allah sallallahu alayhi wa sallam used to perform the two rak‘ahs of Fajr so lightly that I would (in my heart) wonder whether he had even recited Surah al-Fatihah or not.
Imam Nawawi rahimahullah, while explaining this, states that this is an exaggeration regarding the brevity of the prayer, because the general habit of the Prophet sallallahu alayhi wa sallam was to perform voluntary (nafl) prayers at length, and the Sunnahs of Fajr were extremely brief in comparison to them.

➋ It is recommended (mustahabb) to recite the mentioned verses in the two Sunnah rak‘ahs of Fajr.
